Notice on organizing the establishment of Suzhou project supervision comprehensive reform demonstration project

Municipal and district housing and construction bureaus (committees), Suzhou Industrial Park Planning and Construction Committee, and relevant units:
In order to further promote the reform and development of the engineering supervision industry in the city, guide the engineering supervision enterprises to implement the requirements of several opinions of the municipal housing and Urban Rural Development Bureau on strengthening the supervision and management of the quality and safety of the construction site (szjj [2019] No. 43, hereinafter referred to as "several opinions"), and promote the improvement of the quality and safety supervision level of the project in the city, it is decided through research that To organize the establishment of "Suzhou project supervision comprehensive reform demonstration project" (hereinafter referred to as "demonstration project"). The relevant matters are hereby notified as follows:
1、 Project object
1. Within the scope of Suzhou City, the new construction engineering supervision project will be started after March 1, 2020.
2. Within the scope of Suzhou City, the construction project under supervision shall be started before March 1, 2020, and the supervision personnel, equipment and services shall meet the requirements of several opinions.
3. Other construction project supervision projects that are qualified by the municipal and district housing and construction departments.
In principle, the number of "demonstration projects" created by each city or district shall not be less than one or more than three.
2、 Project conditions
1. The project construction license has been obtained, and it has been filed through the integrated platform of Jiangsu construction market supervision and integrity information.
2. The level of housing construction project is grade II or above, the cost of municipal engineering project is more than 24 million yuan, and the price of project contract supervision service is not less than 800000 yuan. If the project has great influence, technical difficulty and certain representativeness, or new technologies such as assembly type are adopted, the application conditions can be appropriately relaxed.
3. Be able to strictly implement the requirements of several opinions.
3、 Application reply
The municipal and district housing and construction departments shall organize the application work in accordance with the following procedures:
1. According to the principle of independence, the project supervision enterprise shall submit written application materials to the local housing and Construction Department of the project (see Annex 1 for details).
2. The application materials shall be stamped with official seal after passing the preliminary examination by the local housing and construction department and submitted to the municipal housing and Construction Bureau. For supervision projects within the scope of Gusu District, a written application shall be submitted directly to the Construction Industry Development Office of the municipal housing and Urban Rural Development Bureau.
3. After the approval of the Municipal Bureau of housing and urban rural development, the "Suzhou project supervision comprehensive reform demonstration project" will be listed.
4、 Inspection and acceptance
The Municipal Bureau of housing and urban rural development will carry out the annual mid-term inspection or final acceptance before the completion acceptance of the supervision project for the establishment of the "demonstration project" in accordance with the requirements of several opinions, work evaluation standards for project supervision organizations of Jiangsu Province and other documents. Those who pass the mid-term inspection or final acceptance shall be rewarded according to relevant regulations; those who fail to pass and refuse to rectify shall be punished according to relevant regulations.
5、 Reward and punishment measures
1. If the real estate project supervision passes the mid-term inspection or final acceptance, the annual credit rating of the real estate development enterprise can be increased according to the relevant provisions; if the government investment project supervision passes the mid-term inspection or final acceptance, the annual assessment of the centralized construction unit can be increased according to the relevant provisions.
2. If the supervision project of the engineering supervision enterprise passes the mid-term inspection, the annual credit comprehensive evaluation can be given additional points according to the relevant regulations; if it passes the final acceptance, it can be directly evaluated as "Suzhou standardization supervision demonstration project", and it can be preferred as a candidate project of "Jiangsu standardization supervision demonstration project", and recommended to the Provincial Department of housing and urban rural development.
3. If the general contracting enterprise of construction engineering actively cooperates with the construction unit and the engineering supervision enterprise to create "demonstration project" and passes the mid-term inspection or the final acceptance, it can add points in the credit assessment of the construction enterprise in Suzhou by referring to the credit scoring principle of the construction enterprise in Jiangsu Province.
4. If the engineering supervision enterprises that have been listed in the "demonstration project" fail to pass the mid-term inspection or final acceptance, and the rectification is invalid after supervision, the evaluation grade will be directly reduced by one order in the annual credit comprehensive evaluation of the municipal engineering supervision enterprises; for the annual credit comprehensive evaluation of the relevant construction (centralized construction) units and construction enterprises, the municipal housing and construction department will refer to the relevant regulations according to the actual situation Fixed assessment.
6、 Job requirements
1. Strengthen business guidance and implement process supervision. The municipal and district housing and construction departments shall start from the bidding process, strengthen business guidance and process supervision on the "demonstration projects" created in the region, and urge them to implement reform and development measures such as supervision service price, supervision personnel allocation, "real name system" management, use of supervision recorder, implementation of safety and civilization measures evaluation.
2. Set up industry benchmark and strengthen demonstration and guidance. The municipal and district housing and construction departments shall take the creation of "demonstration projects" as the entry point and focus point to promote the reform and development of the local engineering supervision industry, actively organize the local supervision, construction and construction enterprises to observe and exchange, and ensure that the "demonstration projects" really play a demonstration and leading role in the engineering supervision industry.
3. Improve the working mechanism and improve the creation level. The municipal and district housing and construction departments shall rapidly establish and improve the working mechanism for the reform and development of the local engineering supervision industry, clarify the work responsibilities of the supervision institutions such as project cost, bidding, construction and installation, project quality and safety, and implement the working process of several opinions to ensure the implementation and effectiveness of the document; meanwhile, they shall closely integrate the creation activities of this "demonstration project" And constantly summarize experience, improve measures, improve efficiency, and strengthen the role of project supervision in ensuring project quality and safety.
All municipal and district housing and construction departments are requested to submit the application materials (including PDF electronic version and paper version) with the official seal of the Department to the Construction Industry Development Office of the municipal housing and Construction Bureau before March 31.
