In order to give full play to the regulatory role of "Suan Code", optimize the business environment, and better serve enterprises, the relevant requirements for further strengthening the supervision of "Suan Code" are notified as follows:

First, strengthen the "Suan code" personnel management

According to the "Notice of the Provincial Department of Housing and Urban-Rural Development on Further Strengthening the Management of the real name System of Construction workers" (Su Jianhan Construction Management (2021) No. 118), since January 1, 2022, in addition to the on-site construction workers, The project management personnel of construction units, general contractors, subcontractors, supervision units and labor service enterprises who enter the site of housing construction and municipal infrastructure projects must also apply for "Suan code", including the management personnel of general contractors and subcontractors (including eight members), the project responsible personnel of construction units and the management personnel of supervision units. Only with a valid "Suan code" can the above-mentioned personnel enter the construction site through the real-name system attendance equipment.

From January 1, 2022, migrant workers who have obtained or newly applied for a "Suan code" should be bound to their personal bank card information. When the project department in the system makes payroll, the personal bank card information of migrant workers is automatically imported to pay wages, and the wages of migrant workers must be paid through the bound bank card.

Second, strengthen the supervision and management of training institutions

All localities should urge training institutions to continuously improve and improve the management system of "Suan Code" education and training, the allocation of personnel, teachers and equipment and facilities, and improve the quality of training work; According to the standard, strictly implement the training outline, earnestly make the plan reasonable and well-organized, complete the specified training time and content with quality and quantity, and establish teaching files to truthfully reflect each training situation. The training institutions should supervise each other, and the "Suan Code" professional committee should strengthen the self-discipline of the industry, guide the training institutions to operate according to law, and promote the construction of industry integrity. Local engineering (quality) safety supervision agencies should take the "four not two straight" way to carry out regular and irregular supervision and inspection of training institutions, strictly check the phenomenon of only brushing ID cards and not training, and immediately cancel training qualifications once verified.

Third, standardize enterprise independent training

For qualified enterprises, in accordance with the principle of voluntary declaration and territorial management, apply to the territorial engineering (quality) safety supervision agency to identify the enterprise "Suan code" independent training qualification, and carry out "Suan code" training for construction management personnel and construction workers of the enterprise. See the annex for specific qualification conditions. After the completion of the identification of the territorial engineering (quality) safety supervision agency, the list of enterprises that meet the qualifications for independent training shall be reported to the Suzhou Quality and safety Supervision Station for the record.

On January 1, 2022, the Municipal Housing and Construction Bureau will close the training port of the self-training enterprise originally identified as the "Suzhou Construction Industry Practitioner Management Service Platform".

Four、Standardize the fees for training services

Each training institution should enhance the sense of service, arrange the time reasonably, and arrange the training force as a whole. Since the platform accepts the registration, in principle, the training should be completed within 3 working days, the training duration shall not be less than 3.5 hours/time, and the training fee shall not exceed 80 yuan/person.
