Notice of the Municipal Housing and Urban-Rural Development Bureau on the comprehensive inspection of the construction market in Suzhou in the second half of 2021

According to the "Notice on Organizing the Comprehensive Inspection and real-name System Inspection of Suzhou Construction Market in the second half of 2021" (Su Jianhanjian (2021) No. 414), from November 29 to December 3, 2021, the Municipal Housing and Construction Bureau organized the comprehensive inspection and real-name system inspection of Suzhou construction market in the second half of 2021. The relevant information on the comprehensive inspection of the construction market is hereby notified as follows (real-name system work inspection notice issued separately) :

I. General situation

This inspection adopts the method of cross-inspection of inspection teams composed of selected experts from various cities and districts, and the city randomly checks 253 housing construction and municipal infrastructure projects under construction with a project cost of more than 5 million yuan (216 housing construction and 37 municipal construction), involving 243 construction enterprises and 113 supervision enterprises. The inspection action issued a total of 16 rectification notices, and the territorial housing and construction department urged the rectification of the closed loop.

From the overall situation of the inspection, the market behavior of the participating parties of the inspected project is relatively standardized, basically in accordance with the requirements of relevant national laws and regulations, construction and supervision enterprises attach importance to internal management, project quality control, production safety measures are basically implemented, and construction site management is basically in place. The average scores of qualified enterprises at all levels of the general contracting of housing construction engineering construction and municipal public engineering construction and the average scores of supervision enterprises are as follows:

Second, major issues

(1) Construction behavior

Some project managers or managers of the monthly attendance time is insufficient, a few projects still exist office attendance, remote attendance and so on; Some project managers' management responsibilities have not been implemented, and the project managers have not arrived to perform their duties; There are still agent signature phenomena in the ledger data, especially reflected in the labor contract, wage payment schedule, etc. Some managers of the project department are not equipped in accordance with relevant requirements, and there is no change procedure after the change of management personnel; Some enterprise management system is missing or not established; Individual projects failed to do a good job of drawing management, "safety emergency plan", "building energy conservation" and other drawing cards are not on the wall; The network architecture diagram of some projects is merely a formality, and it cannot be updated and maintained in time after personnel change or leave their posts.

In addition, the inspection also found that individual projects outsourced the management of engineering data, forming a disconnect between the actual data and the actual project, man-made engineering risks and hidden dangers, please local housing departments from the height of the project quality of the centennial plan, strengthen the management of construction data, to curb the outsourcing of engineering data.

(2) Project quality

1. Quality behavior. The quality management system of some projects is not perfect, and the preparation of quality and safety manuals, construction organization design, and special construction plans is just a formality, not targeted at the own situation of enterprises or projects; The construction specifications and atlas of some projects are not fully equipped, or expired versions; The records of joint review of drawings of individual projects lack the signatures of relevant personnel; The design change procedures of some projects are not standardized.

2. Quality ledger. The witness sampling system of some projects has not been implemented, and the signature of the sampler and witness is not complete or signed on behalf of the sampler; Individual projects have not implemented the registration system of building materials, and the re-test report of raw materials is lagging behind the site project progress; Lack of data such as concealed acceptance and process inspection of individual projects; Few projects lack rebar welding process test reports; Some projects have no settlement observation plan and no settlement observation record; The QC or construction method research of most projects only has the results, and lacks the process content support, such as meeting discussion minutes, test process data, photos, etc.

3. Physical quality. In a few projects, the spacing of stirrup encryption area at the beam-column joints is too large or uneven; In a few projects, the length of the reinforcement lap of the secondary structural columns is insufficient, and the space between the stirrups is too large. The eccentricity of the frame beam and column of individual projects exceeds 1/4 column width, but no horizontal axillary is set; Some of the formed structural concrete of the project has appearance quality defects such as open reinforcement, honeycomb, holes, mold expansion, cracks, etc. The location of construction joint in cast-in-place ladder section of individual projects is not reasonable; Interior wall masonry ash joint width control is not strict.

(3) Safety and civilization management

1. Secure ledger. The safety production responsibility system is not perfect, and the project managers of individual projects do not carry out regular on-shift safety inspections, and the inspection frequency is not up to the requirements; The safety personnel of individual projects failed to perform their duties, the daily safety inspection records were mere formalities, and the problems existing on the site were not timely implemented and rectified; The roster of special operators of some projects is not updated in time, and the special operators of a few projects do not have certificates to work or have expired certificates or are issued by non-housing departments; There are workers in individual projects who have not carried out three-level safety education or safety technology disclosure, and there are workers in individual projects who have not applied for the "Suan code" or are red code; The entry inspection data of steel pipe support components of individual projects are missing; The critical engineering ledger of some projects is not perfect, the relevant disclosure, acceptance and other procedures are not complete, and even some individual projects have not established the critical engineering management ledger.

2. Safe and civilized. Some projects have mixed use of different manufacturers of disc buckle components phenomenon; In some projects, there are some problems such as missing disc buckle rod and insufficient number of wall connecting parts of external scaffolding. The floor side internal file protection Settings of some projects are not in place, or they are not set according to standardization and standardization; There is no protective shed in the steel processing area of the tower crane working area of individual projects; Individual project construction lifting frame and external scaffolding connected; Individual project workers were found to be working without helmets; The position of the switch box of individual items does not meet the requirements, and the electrical components in the box are incomplete; The on-site temporary power management of some projects is not in place, and there are "multi-use in one box", cable lines are dragged at will, and there are no porcelain bottles lashing. Some projects have not set up safety signs in prominent positions on the site of dangerous projects; Most of the project site materials stacking is not standard, the site is more chaotic, garbage removal is not timely, more water on the site; Most of the project enclosure height is less than 4 meters, no dust monitoring device, no dust removal, dust prevention equipment.

(4) Project supervision

During the inspection, most of the personnel of the supervision unit were on duty, and the ledger information was complete. There were also some on-site supervisors of some projects who did not perform their duties according to the contract or supervision plan, and the ledger information was missing. The main problems are as follows:

1. Information. Part of the project supervision planning, supervision rules are not in line with the actual project, lack of project pertinence, guidance; The content of the supervision plan is incomplete, the specifications based on it have expired, and it does not include the contents of dangerous projects (such as the installation and disassembly of lifting machinery, scaffolding) and the prevention and control of the novel coronavirus epidemic. The supervision of some projects has not documented the special projects of dangerous big projects, and the special inspection of dangerous big projects is insufficient, and the content is mere formality; Some project supervision side station record content is simple, basic information is incomplete; The acceptance data of a few sub-projects are incomplete, and the signatures and seals are missing.

 2. Management. The actual name system attendance of directors and special supervisors of individual project supervision institutions is not in place; For the construction unit project leader B certificate, full-time safety officer C certificate, special operation personnel operating certificate does not carry out effective dynamic supervision, some certificates expired, or hold a special operation certificate issued by a non-housing department but the supervision fails to identify; The agreed items of the supervision meeting failed to reflect the processing results and failed to close the hidden problems; The materials, components and equipment of individual projects were not submitted for secondary examination in accordance with the requirements of Jiangsu Supervision demonstration table, and there was no supervision inspection record; Some of the supervisors on the construction site of the special construction plan of the review opinions are not rigorous, dangerous project program of the review procedures do not meet the requirements; The supervision of a few projects is not strict in the review of project commencement conditions; A few projects are not equipped with recorders or not put into use normally, no image data upload;

In this comprehensive inspection, the inspection team has included the "Comprehensive inspection hidden trouble tracking List" for the engineering projects with greater hidden trouble, and the inspection team has fed back the list to the local housing and construction departments, and asked the territorial housing and construction departments to urge the relevant enterprises to implement rectification.

3、Report and praise

During the inspection, part of the project site management personnel were on duty, familiar with the project site situation, and the engineering data were stored in an orderly manner; Real-name system management, wage account and bank agency implementation is good; Site engineering quality, safety, civilization and other aspects of management in place, pay attention to excellence and strive for the first, now to be notified and praised. 8. (Gusu District) Project name: General contract of municipal road in Sudi 2016-WG-47 Plot

Main problems: Project managers and security personnel have no attendance records; Lack of wage payment system for migrant workers, no signs on site; There is no special account for migrant workers' wages, and there is no account information related to the real name system of migrant workers; Failed to implement the project quality management system; The process inspection data is not synchronized with the site progress, and the inspection content is incomplete; Witness sampling system has not been put in place, and some materials have no test report; The evenness of pavement water stability layer is poor; The wellhead of the pipe is not dense, there is garbage entering the wellhead, and no warning mark is set; The safety inspection records of the project department are missing; The three-level safety education and safety technology disclosure of some workers are suspected to be fake; There is no spraying system on site, and the road is muddy.

5.Check the score

According to the Notice of the Municipal Bureau of Housing and Urban-Rural Development on Further Improving the Comprehensive Credit Evaluation of Construction Enterprises in Suzhou City, the inspection team scored the inspected projects and summarized the scores of construction enterprises and supervision enterprises, as detailed in the Summary Table of Comprehensive Inspection and Score of Suzhou Construction Market in the second half of 2021 (Annex).

The results of this comprehensive inspection have been included in the enterprise's new round of credit comprehensive evaluation work, and will become an important part of the "construction enterprise credit comprehensive evaluation results" in the fourth quarter of 2021 and the first quarter of 2022.
